<P>PROBLEM TO BE SOLVED: To provide a light modulator capable of suppressing crosstalk between signal lines of the light modulator, thereby achieving downsizing, and to provide a manufacturing method of the light modulator. <P>SOLUTION: The light modulator includes: multiple optical waveguides 3 formed on a substrate 1; signal line electrodes 4 provided for modulating light which passes through the optical waveguides 3; and a light modulation part 12 having the signal line electrodes 4 on the optical waveguides 3.
