<P>PROBLEM TO BE SOLVED: To provide a speed detection apparatus and method in which a speed of a mobile can be detected highly accurately according to autonomous navigation means. <P>SOLUTION: A speed detection apparatus comprises road attribute specification means 100, 110, and 180 each for specifying a road attribute of a road on which a mobile moves, a plurality of pieces of different autonomous navigation means 100, 112, and 113 each for detecting a moving speed of the mobile, and autonomous navigation means selection means 100 for selecting the autonomous navigation means 100, 112, or 113 suitable for the specified road attribute from among the plurality of pieces of autonomous navigation means 100, 112, and 113.
