<P>PROBLEM TO BE SOLVED: To enable effective use of resources as an overall mobile communication system by enabling upper-limit bandwidth control to each user on the radio access network side. <P>SOLUTION: On receipt of a call connection request to or from a plurality of radio terminals, preset restriction information related to the plurality of radio terminals is received and stored. Based on the restriction information related to the plurality of radio terminals, an upper-limit value of radio resource allocation is set to each of the plurality of radio terminals. Further, an already allocated radio resource value is subtracted from the upper-limit value of the radio resource allocation, so that the radio resource allocation to each radio terminal is performed in such a manner that the radio resource allocation to each radio terminal does not exceed the set upper-limit value. <P>COPYRIGHT: (C)2013,JPO&INPIT |
