This spectrum manager manages a secondary system that shares a frequency with a primary system. A network communication unit receives a measured value of the signal reception power of the secondary system measured by a monitoring station, and holds the measured value at a measurement result recording unit. A path loss estimation unit estimates path loss at a first frequency, and a path loss correction unit performs actual measurement correction of the path loss estimated value using the reception power measured value of the wireless signal of a secondary transmission station measured at a second frequency that differs from the first frequency, or using a reception power measured value of the wireless signal of the secondary transmission station measured when the primary system is not used. An allowed transmission power setting unit calculates the allowed transmission power of the secondary transmission station using the path loss estimation value that has been actual measurement corrected.
