In an embodiment of the present invention, a storage system comprises a plurality of pools which are divided into a plurality of hierarchies which respectively have a plurality of storage resources and different access performances. An administration system monitors the access performances of the plurality of pools, and senses a pool at risk which is predicted to fail to satisfy a predetermined access performance request. For each of one or more candidate pools of the plurality of pools, the administration system predicts, from a simulation based on a data position fluctuation within the pool caused by parking data which is stored in a storage resource for moving the storage resource to the pool at risk, the access performance when moving the storage resource to the pool at risk. The administration system determines to move the storage resource from a provider pool with the predicted access performance which satisfies the predetermined performance request to the pool at risk.
