PROBLEM TO BE SOLVED: To obtain a content management device capable of avoiding load concentration to a content distribution server distributing a video stream for retroaction reproduction.

SOLUTION: A content management device 4 has: a request reception processing part 41 receiving from a content reception device 6 an address request signal (data D2) including identification information related to a desired content designated among a plurality of contents being broadcasted; an acquisition part 44 acquiring load information (data D10) related to a load status of a unicast distribution server 2 distributing the desired content; and a response transmission processing part 43 transmitting to the content reception device 6 a response signal (data D3A) including the unicast address corresponding to the identification information or a response signal (data D3B) including information indicating retransmission inhibition time period of the address request signal related to the desired content, based on the load information.
