PURPOSE: A surface reformed photo catalyst and a manufacturing method of the same are provided to increase stability and efficiently decompose pollutants. CONSTITUTION: A surface reformed photo catalyst includes noble metal supported titanium dioxide, and phosphate group combined on the surface of the titanium dioxide. A manufacturing method of the photo catalyst includes the following steps: titanium dioxide liquid is mixed with a noble metal containing precursor; the mixture is reduced to manufacture the noble metal supported titanium dioxide; the noble metal supported titanium dioxide is added into a phosphoric acid solution; and the resultant product is thermally treated. The noble metal is Pt, Pd, Ru, Au, Ag, Ni, Cu, or the combination of the same.
