The present invention provides a picture coding apparatus which can reduce a load in decoding. A picture coding apparatus ( 200 ) includes: a motion estimation unit ( 201 ) and a motion compensation unit ( 202 ) which codes each picture according to a picture type of the picture; an information generation unit ( 213 ) which generates a map that indicates a still picture sequence in a random access unit which includes a plurality of coded pictures; and a variable length coding unit ( 211 ) which writes, into the random access unit, the map that is generated by the information generation unit ( 213 ).
