PURPOSE: A power storage device is provided to restrain deterioration based on a volume change of particles of an alloy-based anode material due to repeated charging and discharging, to retrain the formation of a solid electrolyte interface, and to have excellent charging and discharging performance. CONSTITUTION: An anode in a power storage device comprises a particle or a whisker of an alloy-based anode material, and a carbon layer which comprises graphene layers of 1-50 layers. The surface of the particle or whisker of the alloy-based anode material is covered with the carbon layer. The particle or whisker of the alloy-based anode material comprises silicon. The element except carbon and hydrogen contained in the carbon layer is 15 atoms% or less. A power storage device comprises the anode.
