PROBLEM TO BE SOLVED: To provide a toner supply roller capable of restricting excessive intrusion of toner, suppressing the degradation in the toner, satisfactorily performing toner supply and obtaining excellent image quality, and to provide a manufacturing method of the toner supply roller. SOLUTION: The toner supply roller 10 is constituted such that a toner intrusion restricting layer 13 for restricting the intrusion of the toner is annularly formed along the outer circumferential surface of the roller main body 12 on the inner part of the roller main body 12 made of the slab polyurethane foamed body. The toner intrusion restricting layer 13 is formed by using a polymer having cells of the average cell size smaller than that of the slab polyurethane foamed body or a polymer having no cell. Further, the toner intrusion restricting layer 13 is disposed in a depth of 0.05 to 0.3 mm from the outer circumferential surface of the roller main body 12 and the thickness thereof falls into the range of 0.2 to 0.5 mm. The average cell size of the slab polyurethane foamed body falls into the range of 300 to 800μm and the average cell size of the intrusion restricting layer 13 falls into the range of 30 to 200μm.
