<p><P>PROBLEM TO BE SOLVED: To provide a user with information service using a virtualized computer resource provided via a network, without charging the user. Ž<P>SOLUTION: The charging device is configured to:store information service identification information for identifying the information service provided to a user terminal, and charge type information showing whether to charge the user according to the provided information service, in association with each other; receive information on the use of the computer resource provided to the user terminal by a computer resource providing device; calculate the amount charged according to the computer resource provided to the user terminal; store the amount charged in association with user identification information, when the charging type indicates that the user is charged a fee; and stores the amount charged in association with information service provider identification information, when the type indicates that the user is not charged a fee.
