PURPOSE: A security mail service providing device using a PDF, a receiving device and a method thereof are provided to generate a bill as a PDF file or a form capable of opening the PDF file and include the generated bill in security mail, thereby transmitting the security mail to a client. CONSTITUTION: A security mail service provision unit includes the following next. A data generation unit(102) generates a bill as a PDF file or a form capable of opening the PDF file. A security management unit(104) encodes a data file and inserts the encoded data file into the bill. A database(106) manages user information of a client and an encoding key for encoding the data file. A mail transmission unit(108) includes the bill in the security mail.
