PURPOSE: A solid image sensor device, an operating method thereof, and a camera system thereof are provided to reduce the size of a circuit by eliminating the need to have a buffer for rate conversion. CONSTITUTION: Plural pixels are arranged on a pixel unit in a matrix type. A pixel operating unit operates the pixels to decode a pixel signal from the pixel unit. A column processing unit(130) performs column processing synchronized with a first clock of a preselected first frequency for the decoded pixel signal. A rate conversion control unit(200) performs the rate conversion control of data processed in the column processing unit in response to rate conversion information.
