PURPOSE: A cosmetic composition formed in rouge or compact powder is provided to improve powder property and resistance to mechanical or thermal shock and to ensure persistence. CONSTITUTION: A solid cosmetic composition contains: 50-99 wt% of granulated solid phases; 0.1-50 wt% of one or more non-volatile liquid phases; 0.01-4 wt% of block copolymers prepared from 2-acrylamidomethyl propansulfonic acid or primary monomers of salt thereof, and vinyl secondary monomers with nitrogenous side chains. The granulated solid phase contains 25-35 wt% of spherical fillers. The secondary monomer is N-vinyl pyrrolidone. The composition also contains 0.1 wt% or less of fat substrate. A method for preparing the composition comprises: a step of mixing the solid phase, non-volatile liquid phase, block copolymers, and volatile liquid; a step of placing the mixture in a mold; and a step of partially removing the volatile liquid.
