PURPOSE: A remote monitoring and controlling device including an embedded monitoring and controlling board is provided to prevent difficulty in walking and the deterioration of a cityscape by implementing an underground structure or surface structure. CONSTITUTION: A buried manhole(110) is installed under the ground. An electricity monitoring and controlling board unit(130) is formed in an inner space of the buried manhole. A lift unit(140) includes a support plate(147), a joint unit(141), and a hydraulic cylinder(142). A manhole coupling(112) is inserted into a penetration hole formed in the sidewall of the buried manhole. A field control unit(170) controls the driving of an electric heater or vacuum pump.
