APPARATUS FOR DECODING MOTION INFORMATION IN MERGE MODE

PURPOSE: An apparatus for decoding motion information in merge mode is provided to improve decoding speed by fixing the number of merge candidate. CONSTITUTION: If a motion information encoding mode of a current block is in skip or merge mode, a merge mode motion decoding unit decodes motion information. A predicted block generating unit generates a prediction block of the current block by using the decoded motion information. A residual block decoder inversely quantizes two dimensional quantization blocks by using a quantization step size. The residual block decoder generates the residual block by reverse conversion of the inverse quantization block.
