PROBLEM TO BE SOLVED: To provide a photoluminescent coating composition which is high in brilliance, gives a good silky feeling, is prevented enough from the occurrence of exfoliation, and forms a photoluminescent resin film which is excellent in adhesiveness.

SOLUTION: The photoluminescent coating composition contains an acryl resin, which contains an amino group whose amine value is 0.05-0.3 mmol/g-solid, and thin pieces of titanic acid.
