PROBLEM TO BE SOLVED: To make it possible to issue value of a different type of electronic money from value of electronic money for electronic money issue.

SOLUTION: A communication terminal performs an issue requirement for issuing value of second electronic money from value of first electronic money for electronic money issue. An electronic money management device receives the issue requirement and identifies an account of an issue company of the second electronic money. The electronic money management device then allows a bank server to move a fund equivalent to the value of the second electronic money to be issued from an account of a management company of the first electronic money to the account of the issue company, and thereafter allows a value issue server to issue the value of the second electronic money required.
