<P>PROBLEM TO BE SOLVED: To extract information on subjects of general interest. <P>SOLUTION: An information processing apparatus includes an evaluation value calculation unit which acquires time series data in a discrete system comprising sampling values x<SB POS="POST">i</SB>in a measurement period i to calculate a moving deviation v<SB POS="POST">t</SB>based on a moving average m<SB POS="POST">t</SB>of N sampling values x<SB POS="POST">t</SB>, x<SB POS="POST">t-1</SB>to x<SB POS="POST">t-N+1</SB>corresponding to a prescribed period before a prescribed measurement period t and calculates an evaluation value s<SB POS="POST">t</SB>indicative of a sudden change of time series data of the discrete system in the measurement period t on the basis of the moving deviation v<SB POS="POST">t</SB>corresponding to the measurement period t and a moving deviation v<SB POS="POST">t-1</SB>corresponding to a measurement period t-1.
