<P>PROBLEM TO BE SOLVED: To obtain an automatic engine stopping and restarting apparatus in which restart is surely performed by a starting device and a restart time can be shortened. <P>SOLUTION: When a restarting condition of a stopped engine is established, fuel emission is restarted. If the engine is not started completely after the fuel emission is restarted, electrification to a starter motor is performed. If the engine cannot be rotated independently only with fuel supply, the rotation speed of an input shaft of a transmission is equal to or higher than an engine rotation speed and the rotation speed of the input shaft is less than a prescribed value, the rotation speed of the engine is controlled by controlling a degree of coupling a forward clutch. When an absolute value of a rotation speed difference between the engine rotation speed and a rotation speed of a pinion gear becomes smaller than such a rotation speed difference threshold value that the pinion gear and a ring gear can be engaged, a solenoid is energized.
