<P>PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor excellent in achieving both of an effect for reducing a contact stress during repeated use and potential stability during repeated use, and to provide a process cartridge and an electrophotographic device having the electrophotographic photoreceptor. <P>SOLUTION: The electrophotographic photoreceptor comprises a support body, a charge generating layer provided on the support body, and a charge transporting layer provided on the charge generating layer, wherein the charge transporting layer is a surface layer.
