<P>PROBLEM TO BE SOLVED: To provide a solenoid valve in which damping force adjustment can be controlled actively by enabling use of an inexpensive and compact solenoid, and a front fork. <P>SOLUTION: A solenoid valve 1 includes: a spool valve 7 having a vacant part 21a and a spool port; a shutter member 9 which comes into slidable contact with the outer periphery of the spool valve 7 and is capable of shutting off the spool port partially or entirely; and a solenoid 8 which drives the spool valve 7 in an axial direction. In the solenoid valve 1, a channel is formed with the vacant part 21a formed at an upstream side and with the spool port formed at a downstream side, and a channel area is adjusted in accordance with a degree of shutting off the spool port.
