<P>PROBLEM TO BE SOLVED: To materialize low ESL and/or low ESR, and low cost in a solid electrolytic capacitor. <P>SOLUTION: The solid electrolytic capacitor includes an anode body 1, an anode lead-out layer 2, a dielectric layer 3, a first electrolyte layer 4, an electric insulation part 61, and a cathode layer 5. The anode lead-out layer 2 is formed on the outer peripheral surface of the anode body 1. The dielectric layer 3 is formed in a region on the outer peripheral surface of the anode body 1 different from the formation region of the anode lead-out layer 2. The first electrolyte layer 4 is formed on the dielectric layer 3. The electric insulation part 61 is interposed between the anode lead-out layer 2 and the first electrolyte layer 4.
