<P>PROBLEM TO BE SOLVED: To provide a variable valve device of an internal combustion engine capable of reducing the frequency of occurrence of a collision between a vane rotor and a housing rotor. <P>SOLUTION: The variable valve device includes a valve timing variable mechanism for varying intake valve timing, and a first OCV for varying a supply condition of a lubricating oil of a retard chamber and an advance chamber of the valve timing variable mechanism. An operating condition of the first OCV forming a condition of closing the advance chamber and a condition of allowing the supply of the lubricating oil to the retard chamber is considered as "a quasi-retard condition". When the intake valve timing is the most retard phase VTmin, the operating condition of the first OCV is set to be the quasi-retard condition.
