<P>PROBLEM TO BE SOLVED: To suppress an execution frequency of memory release processing while inhibiting degradation of system capability. <P>SOLUTION: When it is determined that assignment of an instruction part is requested in step S51 and memory usage of the instruction part of an assignment target program exceeds an upper limit in step S52, a memory area used by the instruction part of the assignment target program is released in step S53 and memory of the instruction part is assigned in step S54. When it is determined that the memory usage of the instruction part of the assignment target program does not exceed the upper limit in step S52, the processing in step S53 is skipped. When it is determined that assignment of a data part is requested in step S51, usual memory assignment processing is performed in step S55.
