<P>PROBLEM TO BE SOLVED: To a seal-application device and a seal-application method, easy in the uniform application of a sealant to a fastener. <P>SOLUTION: A sealant-discharge device 11 included in the seal-application device 1 discharges the sealant to be applied on the fastener 25. The sealant discharge device 11 is provided with a discharge-punch drive device 113 that presses a discharge punch 111 into a seal cartridge 112 filled with the sealant.
