<P>PROBLEM TO BE SOLVED: To prevent fine powder nearby an exhaust port of a low-quality coal drying device from scattering to a rear flow part. <P>SOLUTION: A low-quality coal drying system 200 includes a low-quality coal drying device 210, an exhaust port 211 of the low-quality coal drying device, a cooler 212, a circulation fan 213, a heating passage 215, a rotation device 300, an exhaust passage L<SB POS="POST">1</SB>, and an exhaust passage L<SB POS="POST">2</SB>. Furthermore, the rotation device 300 includes a rotary rod, an umbrella, and a flange 303.
