<P>PROBLEM TO BE SOLVED: To prevent engine speed from being reduced when an external load on an internal combustion engine increases in an idle or low-load/low-speed operation region. <P>SOLUTION: When an external load on an internal combustion engine increases, a control device increases the opening degree of an ISC (idle speed control) valve and increases a fuel injection amount.
