<P>PROBLEM TO BE SOLVED: To provide an oil ring and an internal combustion engine, for preventing increase in oil consumption when a lower surface of a lower rail part sticks to an opposite surface of a ring groove. <P>SOLUTION: An oil ring 4 is mounted on a ring groove 3 formed on an outer circumferential surface of a piston 2. The oil ring 4 includes: a pair of upper rail part 51 and lower rail part 52 that slide on a pair of upper surface 31 and a lower surface 32 facing each other in the ring groove 3; and a connecting part 53 connecting the rail parts 51 and 52. In the connecting part 53, an oil return hole 54 is formed which is penetrated in a radial direction of the oil ring 4. On a lower surface of the lower rail part 52, a groove 56 is formed over the circumference immediately below the oil return hole 54. In a ring body 5, a plurality of through holes 57 are formed through the oil return hole 54 and the groove 56.
