<P>PROBLEM TO BE SOLVED: To realize a plasma display panel with an excellent display characteristic that can reduce a sustained discharge voltage by improving an electron emission characteristic of a protective layer, and that can be driven at a low voltage at high luminance even in a high-definition image. <P>SOLUTION: A plasma display panel manufacturing method has a sealing and exhausting step, in which an electrode, a dielectric body, a front plate, on which a protective layer is formed, and a back plate are opposed to each other with a discharge space formed, and sealed by a sealing material, and gas in the discharge space is exhausted. The sealing and exhausting step has a step of exhausting the gas in the discharge space during or after sealing the front plate and the back plate, a step of introducing gas containing reductive organic gas in the discharge space, a step of exhausting the reductive organic gas, and a step of sealing discharge gas in the discharge space.
