PURPOSE: An apparatus and method for a distributed guide by estimating traffic congestion are provided to individually offer an optimal driving route to each driving vehicle by collecting driving and geographic information from each driving vehicle. CONSTITUTION: A control system(100) wirelessly receives driving and geographic information from each driving vehicle(200-1,200-2). Traffic congestion for each line is determined by the driving and geographic information. A detour route having the lowest traffic congestion is obtained for each vehicle. The detour route is provided to a navigation of each vehicle.
