<P>PROBLEM TO BE SOLVED: To provide an image forming device having an intermediate transfer belt capable of preventing the lifetime from being shortened due to the generation of electric discharge flaw between a secondary transfer counter roller with the intermediate transfer belt wound thereon and an inner circumferential surface of the intermediate transfer belt and also capable of preventing image noise from being produced due to unstable belt running. <P>SOLUTION: An intermediate transfer belt 80 includes: a substrate belt formed from a belt base material 80a; and a coat layer (inner surface layer) 80b formed on the inner circumferential surface of the substrate belt part excluding at least one C1 of the both ends of the substrate belt, and having higher hardness and lower electric resistance than the belt base material 80a.
