<P>PROBLEM TO BE SOLVED: To take presence in a room or absence into consideration and to efficiently suppress an energy consumption. <P>SOLUTION: A mobile phone detection sensor 40 which detects there is a radio wave of a mobile phone 42 that a resident of each apartment 30 owns detects whether there is the mobile phone 42, and a control unit 36 controls a switch 38 on the basis of a detection result to supply electric power to a home electric appliance 44 when the resident is present or to cut off the electric power supply to the home electric appliance 44 when the resident is absent.
