<P>PROBLEM TO BE SOLVED: To reduce a tension to the tension corresponding to two-wire disconnection by simultaneously unfastening four electric wires at a side opposed to exchange electric wires when exchanging four electric wires. <P>SOLUTION: A ground-side semi-passive pulley 3 is connected through anchoring wires 2 to a connecting yoke metal 14, and a traction wire 4 is wound between the ground-side semi-passive pulley 3 and a line-side semi-passive pulley 3. On the other hand, a triangular link 5 is connected to the line-side semi-passive pulley 3, and top-side and bottom-side balancer gin blocks 6 are connected to the triangular link 5, respectively. Further, come-alongs 7 are mounted to four electric wires W, respectively, and the pair of anchoring wires 2 wound around the balancer gin blocks 6 are correspondingly connected to the pair of top and bottom come-alongs 7, respectively. Next, The traction wire 4 is taken up, the four electric wires 4 are collectively drawn, and an anchor clamp 13 and the connecting yoke metal 14 are disconnected.
