<P>PROBLEM TO BE SOLVED: To provide a lighting apparatus and lighting fittings which can prevent minute light emission of LEDs by using few low impedance elements when turning off a switching element. <P>SOLUTION: A lighting circuit 13 supplied with electric power from a commercial power supply 14 lights up a plurality of LEDs 40 as light sources connected in series. Then, a switching element 15 provided between the commercial power supply 14 and the lighting circuit 13 is turned off so as to light out the LEDs 40. At this time, connecting a low impedance element 50 in parallel across each of the plurality of LEDs 40 connected in series decreases the number of the low impedance elements 50 to half or smaller to prevent a leak current from a high potential side of the lighting circuit 13 from flowing though a housing 20 connected to a ground.
