<P>PROBLEM TO BE SOLVED: To facilitate recovery processing of transaction data when the possibility that illegal reading or alteration of the transaction data may be conducted arises. <P>SOLUTION: A settlement device includes detection means, first retention means, second retention means and data erasure means. The detection means detects a prescribed state. The first retention means makes storage means retain transaction data related to card settlement without encrypting it. The second retention means makes the storage means retain the transaction data related to card settlement, encrypting it.
