<P>PROBLEM TO BE SOLVED: To prevent the operation rate of a circuit in lower hierarchy from degrading by decreasing a circuit scale. <P>SOLUTION: In a first layer reduction processing circuit 110, input image data Vin are input by one line units, a first layer reduction processing is applied to the input image data Vin, and first layer reduction processing data D1 are calculated.
