PROBLEM TO BE SOLVED: To provide a communication device and the like that can use the offset of both time and frequency.

SOLUTION: A transmission device 3 generates a transmission signal sGD(t) using a formula (2). A spreading unit 13 comprises a time spreading unit 25 and a frequency spreading unit 27. The time spreading unit 25 multiplies a time domain spreading code Xn,j. The frequency spreading unit 27 multiplies a frequency region spreading code X'n,j. In the formula (2), τjis a delay time for a jth user. A value vjis a frequency offset for the jth user. If the time and frequency are permitted, the offset of both time and frequency can be used.
