Wireless resources are allocated so as to avoid the interference caused by the mismatch between the uplink and downlink among adjacent cells. When the interference on the base station side is desired to be reduced, an ABS is applied to the downlink subframe or the uplink subframe on each section in which interference is generated on the base station side. When the interference on the terminal side is desired to be reduced, the transmission or reception of the terminal is stopped on each section in which interference is generated on the terminal side. When the interference from both the base station and the terminal sides are desired to be reduced, basically the same section for when the interference between base stations is reduced should be stopped.
