PURPOSE: An air cooling and heating device is provided to reduce cooling and heating energy by not requiring a dehumidifier and a humidifier. CONSTITUTION: An air cooling and heating device is composed of a main body(10), filters(20), heat exchange tubes(30), a water supply unit, a heat medium supply unit, and a controller. The filters are installed in the air inlets(13) of the main body. The heat exchange tubes are installed on the outer surfaces of the filters. The water supply unit supplies water from a water tank to the filters. The heat medium supply unit selectively supplies low-temperature or high-temperature heat media to the heat exchange tubes. The controller controls the water supply unit and the heat medium supply unit. When the device is in an air cooling mode, water is supplied from the water tank to the heat exchange tubes. When the device is in an air heating mode, heat media is supplied from the heat medium supply unit to the filters.
