A generation unit (12), if input by a user is started anew after discarding of the input by the user, acquires the situation of the input to the input form by the user which has been output by a monitoring unit for monitoring the situation of the input of information by the user, and on the basis of the situation of the input, estimates the cause for which the input of the user had been discarded, and on the basis of the estimated cause, generates a new input form in which the input conditions of the input form are relaxed.
