Provided is a technology for arranging a virtual logical volume group in order to achieve a cost reduction and fulfill a target response performance in a storage system using hierarchical pools. The present invention is a storage management system that manages a storage subsystem whereby pools are formed using multiple storage devices (levels) having different performance, and multiple virtual logical volumes are provided from these pools, wherein the multiple virtual logical volumes are separated into multiple groups on the basis of the target response performance information for each of the multiple virtual logical volumes such that each of the multiple virtual logical volumes satisfies the target response performance. Then, a new pool is assigned to each of the multiple groups of virtual logical volumes. Furthermore, information indicating the correspondence relationship between the relevant pool and the virtual logical volumes contained in each group is generated and output.
