PROBLEM TO BE SOLVED: To provide a device for roasting coffee beans that can easily give a good flavor, and to provide a method for roasting coffee beans.

SOLUTION: The device with a bean roasting container in a container of a roasting machine includes: an infrared ray generator for emitting infrared rays toward the bean roasting container; a steam superheater for supplying superheated steam of 300°C or higher in the container; and a steam generator for supplying steam of 150°C or lower to the container.
