<P>PROBLEM TO BE SOLVED: To provide a heat insulation structure and a composite panel, capable of reducing damage of a heat insulator and preventing generation of thermal bridge during concrete placing. <P>SOLUTION: A heat insulation panel 1 composed of a metallic front surface plate 11, a metallic rear surface plate 12, and a heat insulator 3 therebetween, and a concrete body 2 are combined to form a heat insulation structure. The concrete body 2 is connected to the metallic rear surface plate 12 with a connector 4.
