A mobile telecommunications system is described in which a base station allocates control channel elements for signalling resource allocation data for a number of mobile telephones. The CCEs are partitioned into at least two groups, one for uplink allocations and one for downlink allocations. In one embodiment, the group size is fixed whilst in another embodiment, the group size changes between sub-frames. In another embodiment, the group size is varied in a pseudo-random manner.
