Disclosed are a method, terminal, base station and system for receiving and sending scheduling information, belonging to the technical field of communications. The method includes: a terminal acquiring the transmission mode information about each carrier in N carriers configured by a network side device, N being a natural number greater than 1; determining a collection of candidate downlink control information (DCI) formats according to the transmission mode information, the collection of candidate DCI formats at least including a first DCI format and a second DCI format, the physical downlink control channel (PDCCH) corresponding to the first DCI format bearing the scheduling information about at least two carriers in the N carriers, the PDCCH corresponding to the second DCI format bearing the scheduling information about one carrier in the N carriers; and receiving and detecting the PDCCH corresponding to the DCI format in the collection of candidate DCI formats.
