The purpose of the present invention is to provide a method for fabricating a phase difference plate in which the cut sections are resistant to cracking or breaking when fabricating phase difference plate chips by dicing or scribe-cutting a glass substrate. The method for fabricating a phase difference plate having regions of double refraction within the glass substrate and/or on the surface of the glass substrate is characterized by the following: (a) preparing a glass substrate having first and second surfaces; (b) scanning an output modulated laser beam in the glass substrate and/or on the surface of the glass substrate in a first direction parallel to the first or second surfaces to form double refraction regions having areas of tensile stress and compressive stress in the glass substrate along the first direction; and (c) cutting the glass substrate through the area of compressive stress in the double refraction regions.
