A wireless control base station which is connected to a plurality of mobile management entities (MMEs) comprises: an accommodation capability information receiving unit which receives accommodation capability information from at least one of the plurality of mobile management entities (MMEs); a load information receiving unit which receives load information from at least one of the plurality of mobile management entities (MMEs); a selection ratio calculation unit which calculates, based on the received accommodation capability information and the received load information, a selection ratio of the connection destination mobile management entity (MME) to connect a call from a mobile station; and a connection destination MME assessment unit which assesses the connection destination mobile management entity (MME) according to the calculated selection ratio.
