Systems and techniques for managing access to unlicensed frequency bands for wireless communications. In one embodiment, an apparatus comprises a processing system comprising at least one processor and a memory storing a set of computer instructions. The processing system is configured to cause the apparatus to configure an ISM secondary component carrier (SCC) comprising a portion of the wireless medium of an industrial-scientific-medical radiofrequency band, to cause the apparatus to activate the ISM SCC for a user equipment operating in a wireless network, and, upon control by the apparatus of the wireless medium, schedule a communication session on the activated ISM SCC with the user equipment.
