<P>PROBLEM TO BE SOLVED: To prevent the occurrence of hunting, and to quickly and accurately achieve a target rotational speed. <P>SOLUTION: A speed change limiter 52 limits a rate of change in speed from a current rotational speed of a motor 2 to the target rotational speed.
